SBI Hayuliang broken in

ITANAGAR, May 30: In a bizzare incident, theives broke into the State Bank of India Hayuliang branch under Anjaw on Friday evening and decamped with the CCTV monitors and hard disks.

Interestingly, no cash was taken and no attempts to loot the locker containing the cash was made, informed police. A case has been registered against the unknown miscreants with Hayuliang PS case no.12/15 under section 457/380 IPC, and the matter is under investigation, police said.

65 ILP violators apprehended in U/Siang

YINGKIONG, May 30: Upper Siang district administration carried out an Inner Line Permit (ILP) checking drive in Yingkiong town yesterday and apprehended about 65 ILP violators.

Some violators, who did not get renewed their ILPs, were imposed fine while few others, who did not carry ILP with them were, released later on production of ILP. Undertakings were obtained for those who did not possess ILPs from their respective sponsored departments, persons or companies.

The checking drive was conducted following reports of illegal influx of outsiders.

Meanwhile, the Upper Siang Deputy Commissioner said that such checking drive will be conducted in the district on regular basis. DIPRO

Skill development training on beauty culture

YINGKIONG, May 30: The short term skill development training programme on beauty culture and hair dressing under Border Area Development Programme concluded successfully at Jengging in Upper Siang district today. The training was conducted by the GPTI, a recognized vocational training provider of the state and sponsored by the director of Skill Development & Employment Generation, GoAP. Addressing the valedictory function, Upper Siang deputy commissioner Remo Kamki advised the trainees to make good use of the skill they learnt from the training for self-employment. He also lauded the GPTI for successfully conducting the programme. Training was conducted in three batches at Yingkiong and Jengging and duration of each batch was three-week.

GPTI, Aalo is the first vocational training provider of Arunachal Pradesh registered under the directorate general of employment and training under the Union Ministry of Labour and Employment, New Delhi for beauty culture and hair dressing and driver-cum- mechanical trade. DIPRO

Capacity building training on beauty culture concludes

KOLORIANG, May 30: The 21-day capacity building training programme on beauty culture under Border Area Development Programme (BADP) for Kurung Kumey and Kra Daadi districts concluded here today.

The training was sponsored by the Department of Skill Development and Employment Generation, Govt. Arunachal Pradesh and organised by GPTI, West Siang district.

The valedictory function was attended by Koloriang EAC, Biaro Sorum, District Training Coordinator Bamang Chai.

Certificates were provided to all the successful trainees along with tool/kits and raw materials for practice at home. The provider also awarded best performer as token of encouragement.

Court Assistant dies after he suffered stroke

ITANAGAR, May 30: Ct. Tsering, an employee of CJM cum Civil Judge (Sr. Div) Court, Yupia died yesterday following heart attack.

He left behind his wife and a son. Born in Changbu village in Tawang in 1971, Tsering joined in Arunachal Pradesh Police as Constable in 1989. Later, he joined in the Court of CJM cum Civil Judge (Sr. Div) as a Court Assistant in January, 2014, informed Papum Pare District Bar Association.

He was very sincere and punctual in his duties. He came to office even on that fateful day and was performing his assigned duties with utmost sincerity and dedication before he suffered the stroke. He was immediately evacuated to Arunachal State Hospital, Naharlagun where he was declared brought dead by doctors, the Bar Association informed.

The Papum Pare Bar Association and entire legal fraternity of Arunachal Pradesh expressed sincere condolence over untimely demise Tsering.

All the judges, advocates and court staff, including district and sessions western division, Yupia, chief judicial magistrate cum civil judge senior divisions Yupia and judicial magistrate first class cum civil judge junior division gathered at the campus of district and sessions court Yupia and observed two minutes silence and prayed for peace of the departed soul.

APYC lashes out at BJP

ITANAGAR, May 30: The Arunachal Pradesh Youth Congress (APYC) has expressed disappointment claiming that Minister of State for Home affairs Kiren Rijiju is keeping silence over the issues related to the state.

“He is the only representative from our state who is standing along with the Prime Minister of India. Why is he focusing on the baseless allegations of various political parties and organizations? Instead, he should focus on the developmental activities of the state and bring out uniform and congenial solution to the financial scarcity for which the Chief Minister Nabam Tuki is being blamed”, APYC General secretary Kirbe Dulom said in a release.

Reacting to the complaint to the DoNER Minister regarding NLCPR and NEC schmes, APYC general secretary said that instead of going to the DoNER minister, they should have raised their voices in the state assembly or raised the issue with the MoS Home.

Eviction drive carried out at Dilopolyang

ZIRO, May 30: Lower Subansiri district administration yesterday carried out an eviction drive at Dilopolyang and Manpolyang area and dismantled all illegal structures that were erected in the area.

Deputy Commissioner Kanki Darang, who led the team during the eviction drive, instructed the officers to keep the area free from encroachment through regular checking. The DC also served notices to illegal occupants to vacate their encroached lands. The picturesque area donated to the government witnessed rampant encroachment by individuals in the recent past. 5 years wait for ‘safety certificate’ of Tawang Cable-Car

ITANAGAR, May 30: The cable car connecting the Tawang Monastery to the Ani Gompa was given the saftey certificate on Friday, after five years of its installation done in 2010.

When enquired by The Arunachal Times on the five year long wait for the safety certificate for the operation of the cable car, it was disclosed that PWD Tawang was unable to provide “Technical Fit Certificate/Safety Certificate” to the district administration since the completion of the project.

Sources from DC office Tawang added that other technical issues such as high maintenance costs and 24x7 power backup to run the ropeway was other reasons which bogged down the project from being operationalised.

It said that these technical issues had led to serious disagreements between PWD Tawang and M/S Damodar Ropeway Construction forcing the executing agency to back off from the project, however neither side was available for comment to this daily for confirmation.

It was said that once the formalities were completed to ensure safety, the department of Tourism was supposed to take over the project, as the ropeway was constructed to boost the tourism in the district.

Highly placed sources in Department of Tourism informed that PWD Tawang has submitted a ‘technical fit certificate/safety certificate’ to Department of Tourism as well as district administration on 29th of May 2015 after five years.

One wonders, what took PWD Tawang so long to prepare the safety certificate.

Ironically, the foundation stone of this dream project was laid by the then President of India, APJ Abdul Kalam during his visit to Tawang on October 14, 2002 amidst thunderous applause especially from the monks as the project gives hope to reduce centuries old distance between Tawang Monastery and the Ani Gompa (also called Thukje Chueling Nunnery) 10 kilometers off Tawang Town.

After five years, a Kolkata based private company M/S Damodar Ropeways and Construction Limited started the construction implemented by the state PWD funded by the ministry of DoNER under NLCPR in 2006 with an amount of Rs 330.89 lakhs. The works began on February 27, 2007 and was completed on September 20, 2010.

The total length of the ropeway is 1184 metres and the travel duration between the two terminals is approximately 8 minutes. It would have drastically reduced the half and hour time taken by road. The cable car has a capacity to carry eight persons at a go.

“Once there was a trail run, I don’t remember the exact date, but after that it remained non-functional for the last five years” said Sangey a College student who resides near the Monastery Gate. Sangey added that the eastern gate of ropeway always remains bolted which according to him is visited by a watchman once in a blue moon. The rusted gate to the cable-car bolted from the front appears forlorn. The residents near the ropeway informed that the other attached machineries have remained unattended for many years. It casts serious apprehension on the durability of the cables used for the ropeway.

This daily had already published an article on the cable car in its issue of June, 02, 2012. Apparently nothing had changed untill now.

Bhalukpong in railways map soon

ITANAGAR, May 30: Northeast Frontier Railway (NFR) will shortly start another passenger train service from Rangiya to Bhalukpong.

The Commissioner, Railway Safety, NF Circle Kolkata recently inspected the newly converted broad gauge branch line from Balipara to Bhalukpong (34.km) and conducted high speed trial run at 115/116 kmph.

Since inspection and trial run of the newly laid BG track were completed, NF Railway is ready to start passenger train service in this route soon, said Chief Electrical Engineer (CEE) Ratan Lal of NF Railway, Maligaon, Guwahati today. He, however, did not disclose the exact date of starting the train service.

Besides, NF Railway will also start passenger train services from Guwahati to Murkongselek and Lakhimpur to Murkongselek shortly, he said.

He also said that NF Railway is willing to start goods train on Guwahati-Naharlagun line but godowns have to be made available. He called upon private parties to come forward in this regard.

On being questioned whether the Naharalgun-Guwahati train service is running on profit or loss, Ratan Lal quipped, “We are providing social service”. The Railway Station Naharlagun has recorded 4896 passengers travelling to Guwahati in April with an earning of Rs. 75,726 a day, informed Ratan Lal.

Earlier, addressing the public/passengers and railway employees on the occasion of Railway Fortnight celebration here, Ratan Lal appealed everyone to maintain cleanliness while travelling in the train. He also conducted survey among passengers and public on the facilities available in the station and shortcomings.

Divisional Railway Users Consultative Committee Member, Gora Lotak urged Ratan Lal to improve ticketing system through internet besides opening ticket counter at Banderdewa, Naharlagun town area and Itanagar for the convenience of passengers. He also urged the Railway officer to make drinking water facility available at the station, construct parking places and provision of shops in the station.

Tourism Secretary Joram Beda was also present on the occasion.

CoSAAP reiterates demands, threatens stir

ITANAGAR, May 30: While resolving to go with its 22-point charter of demand placed before the Seventh Central Pay Commission chairman at Guwahati on May 12 last, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) in its consultative meeting on 7th Central Pay Commission held here today unanimously urged the state Govt to fulfill its genuine demands within a month to avoid any legal as well as democratic movement.

“Many grievances of the government employees are yet to be fulfilled by the state government, said CoSAAP president Pate Marik. He urged the state government to fulfill their demands which include enhancement of retirement age from 58 to 60 years as per Fundamental Rules 56, maintenance of uniformity in retirement age which are not uniformly maintained at present. Non-uniformity in retirement age is injustice to maximum government employees which curtails the scope of early promotions and retirement benefits, Marik added. The CoSAAP also reiterated its demand for withdrawal of No Objection Certificate (NOC) system in promotion and retirement case in the name of land encroachment. It is only harassing the state government employees, said Marik.

The CoSAAP president further said if any government employee is found to be a defaulter of any kind of damage to government property he or she should be individually punished without harassing other genuine government employees.

PPA laments withdrawal of Special Category status

ITANAGAR, May 30: The People’s Party of Arunachal (PPA) today lambasted the Central Govt for withdrawal of special category status and sudden cut in fund allocation to Arunachal Pradesh and other North eastern states.

Addressing the party meeting on "withdrawal of special category status from Arunachal Pradesh by the NDA government", PPA CWC chairman, Kamen Ringu said the sudden cuts in fund allocation by the Centre to the North Eastern states including Arunachal Pradesh has created a deep impact on the people of the region as a whole.

“Even if the long term objectives of the Centre is to avoid wasteful expenditure and make the North East states self-reliant, the process of withdrawing the Special Category status from Arunachal along with many flagship programme of the central Govt should have been done in a more rational phased wise manner,” the Party said. The sudden withdrawal of welfare schemes from the underdeveloped tribal state like Arunachal Pradesh is highly uncalled for, Ringu said adding “the Centre's clarification that the withdrawal is done due to the 14th Finance Commission’s recommendation is far from convincing.”

Speaking on the occasion, PPA Secretary General, Kaling Jerang has called upon the state Govt to explore ways and means for enriching its coffers rather than depending excessively on Central largesse for all its needs. “We must concede as well that the state Govt has rarely shown the alacrity to put to good use the available resources and generate revenue,” he asserted. He also urged the state Govt to draw a road map with a vision for putting the state into the fast track growth and initiate steps to cut down extravagant expenditures like spending on appointments of countless OSDs, procurement of expensive vehicles etc.

At the same the Party also said that the Central government instead of resorting to economic sanctions against this state, should initiate probes against those individuals who are responsible for misappropriation of Central funds running into crores.

Tobacco free educational institutions can save children from oral cancer

[“God gave me a good face, health and wealth. But I destroyed all of them myself by consuming tobacco. Please quit tobacco, if you really love your family,” said Vijay Kumar, 49, a tobacco victim.]

Tobacco is most preventable cause of death amongst the youth, in India, 2500 people die every day from tobacco related diseases. Recent GATS (Global Adult Tobacco Survey) findings show that Arunachal Pradesh has 3.7 lakhs tobacco user which is quite alarming.

Every day in India, 5500 children start to use tobacco and about 5 million children under the age of 15 years are addicted to tobacco. The tobacco industry targets children as the new consumer base. Children in India start consuming tobacco at the age of 8 years. The growing consumption of smokeless tobacco products among children is raising serious concerns.

India has the distinction of harbouring the world’s largest number of oral (mouth) cancer. Oral cancer amounts 9% of all cancers in India. Over the last decades oral cancer is also seen in increasing number in Arunachal Pradesh. There is increasing trend of oral cancer in young age group in India.

The causes of oral cancer are smoking cigarettes, bidi and chewing tobacco in the form of gutka, pan masala, supari, khaini etc. Analysis of various market preparation of tobacco products in India as per FDA have shown very high levels of heavy metals contains, like lead, cadmium, chromium, arsenic, copper and nickel. These heavy metals are capable of causing various human diseases, including cancer as they are toxic even at ultra small level. Tobacco also strongly associated with pre cancerous lesion of mouth and increases the risk of high blood pressure, stroke, and heart diseases and seriously affects the reproductive health of mother and foetus.

Cigarettes and other Tobacco Products Prohibition Acts (COTPA) of 2003 prohibit selling of tobacco products within 100 yards of educational institution and any violation of this Act is a punishable offence. In spite of the prohibition, tobacco products are easily available in the markets of Capital Complex and near educational institution. Further, no any school in the Capital Complex are observed displaying any signboard depicting the no tobacco use within their educational institutions which is mandatory under COPT Act 2003.

On the occasion World No Tobacco Day, I appeal to Minister of Education and all head of the educational institutions of the state to save children of Arunachal Pradesh from falling prey to the menace of tobacco. I also urge you to use the powers bestowed upon by the Government of India, as per section 6 of COTPA 2003 to take action against the sale of tobacco products within hundred yards of any educational institutions and ensure tobacco free environments in and around the temples of education.

It is high time for every citizen of the state to come forward voluntarily to stop selling of cigarettes, bidis, gutka or other form of tobacco near educational institutions to save our future generation.

BJP highlights achievements of NDA Govt

ITANAGAR, May 30: The Bharatiya Janata Party (BJP), Arunachal Pradesh has organised Jan Kalayan Parv to mark the completion of first year of BJP-led Central Govt at Subansiri Stadium, Ziro, Lower Subansiri district on May 27.

Speaking on the occasion, BJP president Tai Tagak highlighted the achievements of the Central Govt during its one year in regime. He has called upon the people of the state to avail the benefits of the schemes and programmes initiated by the BJP-led NDA Government. Several initiatives for pro-poor and farmers are being taken by the Central Govt under the leadership of MP Narendra Modi, Tagak said.

The Parva was also addressed by MLAs, Er. Tage Taki and Tamar Murtem.

Large number of BJP leaders including office bearers of Party headquarters attended the programme.

Meanwhile, the state BJP alleged that Congress is leveling unfounded and baseless allegation against the BJP. It urged the ruling Congress Govt in the state to discharge its duty and shoulder responsibility towards the well being of the people of the state.

The BJP further said that it stands by the steps taken by its 11 MLAs and held the ruling Congress responsible for alleged mismanagement and siphoning off the NEC & NLCRP funds.

“The ruling Congress govt. is desperately attempting to divert the attention of the people, when the DoNER Minister has explicitly directed to launch investigation into the misused of Rs 900 crores,” the BJP claimed.
